Who Runs the Internet and How Will a Change in Ownership Affect Online Gaming?

New Rochelle, NY, December 2, 2016—A change in governance of the Internet is slowly underway, with control shifting from the U.S. Department of Commerce to the global organization known as the Internet Corporation for Assigned Names and Numbers (ICANN). The potential impact of this transition and what led to the change is the focus of the article entitled "I Think ICANN: How Will Changes in Internet Governance Affect Online Gaming?" published in Gaming Law Review and Economics, a peer-reviewed publication from Mary Ann Liebert, Inc., publishers. Martin D. Owens Jr., an attorney and Associate Editor of Gaming Law Review and Economics, provides a historical perspective on the need for ICANN, triggered by the Snowden affair, which revealed the systematic use of unauthorized mass surveillance of online communications by the U.S. and British governments. The formation of ICANN was intended to ensure that no single government attained control of the Internet and that it would remain a global, borderless entity.
The article examines whether or not ICANN poses a new threat to open communication and freedom of expression, and how the eventual control of the Internet by ICANN will affect the online interactive gaming industry.
“It remains to be seen whether the Attorneys General of Arizona, Nevada, Oklahoma, and Texas are correct in trying to block our transfer of the Internet 's domain name system to ICANN,” says Joseph Kelly, PhD, JD, Co-Editor-in-Chief of Gaming Law Review and Economics and professor of business law at SUNY College at Buffalo.
